- **Today:** billing and verification between contractor and developer, being digitised inside a live contracting business — site photographs matched against the bill of quantities, and the sign-off chain that currently blocks payment.
- **Toward:** a site where verified work is approved work: photographs, quantities and sign-offs in one chain, so a contractor's bill moves when the work is proven — not when the paperwork finally catches up.
